The first step in applying an identity card is to get a passport photo. It is not possible to finish your identity card application online or at the police station before you have a passport photo.

The first step in applying for an identity card is to get a passport photo.
Passport photo is valid only for 6 months so you have to apply for the identity card during these 6 months. The photo studio sends your passport photo straight to the police electronic system. So, if you are applying for an identity card you can herby start by going to the nearest photo studio for a passport photo. Check out the nearest studio to you from here.
FILLING OUT THE IDENTITY CARD APPLICATION
Once you have the passport photo, you can fill out the application online or go to the police permit service point station and fill it there. Both for online application and the police station you’ll need a photo code which you’ll receive from us by SMS after we take your passport photo.
Usually you can fill out the whole application online if you have given your finger prints for your previous passport (max. 6 years ago), and your name is the same as in the previous passport. If these requirements are not met, you can fill out the application online but it will be prosessed once you have visited a police permit service point for identification. The application system will tell you when you are filling it out if you need to visit the station.

TAKING A PASSPORT PHOTO
You can take a passport photo 6 months in advance before your passport will expire!
You can get an electronic passport photo or a paper passport photo when you are applying for an identity card. However it is recommended to get an electronic photo. Passport photo prices vary significantly, the average price being over 20 euros and the highest price being 35 euros. IDENTIFICATION AT THE POLICE STATION
If you need to go to the police station to identify yourself, you can visit any of the stations regardless where you live. The only exception is the police station on the Helsinki-Vantaa airport.
You can book an appointment for identification from the police website or by phone! If you want, you can also go to the station and queue without an appointment, but the waiting time can be long, especially during high season, such as the summer of 2022.
When you visit the police station, you need to prove your identity with a valid passport or an identity card. If you don’t have either, you can be identified other ways but it will take time. Take an expired passport or identity card with you if you have one. Also a driving licence or other documents can make the identification easier but alone they are not enough.
If your online application requires a visit to a police station, you will need to bring:
- An expired passport or identity card
- Attachments, if the online service has indicated that such are required
If you complete your application entirely at the station, you will need to bring:
- The photo code you’ll receive at the photo studio or one paper passport photo
- An expired/current passport or identity card
- Consent from all guardians if the passport is for someone under 18 years of age.
- If you are a 23–30-year-old conscript, you need a certificate of disability.
- Necessary certificates if you want your previous passport not to be revoked when the new one is issued to you
AFTER APPLYING
When you have done the application and it has been submitted the ID card will arrive by mail, depending on the delivery speed you choose, to the pickup point! WHAT IS AN IDENTITY CARD?
An identity card is an official identity certificate which can be issued to citizen of Finland. It can also work as a travel document to certain countries!
OFFICIAL IDENTITY CERTIFICATE
In Finland the official identity certificates are a passport and an identity card. A driver’s licence is no longer an acceptable proof of identity because it is only a proof of a right to drive!
Did you know:
- Even a baby and a child needs their own passport.
- The information on the passport needs to be up to date. If you change your name, you can’t travel with a passport with your old name on it.
- If you no longer can be recognized from your passport photo, you have to renew your passport. This also applies to children.
PASSPORT OR IDENTITY CARD
A passport and an identity card are both identity certificates and travel documents. A passport can always be used as a travel document, but with an identity card you can only travel to certain countries, for example EU countries. Check the countries from the police website!
An identity card can also be without travel rights. These type of identity cards can be issued to minors and foreigners.
There is a chip on the identity card which has a citizenship certificate. With the citizenship certificate you can log in to public sector online services. A card reader and chip reading software are required for identification (see DVV’s website for more information).
An identity card is slightly more expensive than a passport, but the card is more versatile and easier to carry with you because of its small size. Both are valid for five years.
WHAT CAN YOU USE AN IDENTITY CARD FOR
An identity card is a document you can prove your identity with in many different situations. An identity card is also an acceptable travel document instead of a passport to certain countries!

VALIDITY PERIOD OF AN IDENTITY CARD
Why is an identity card only valid for 5 years?
A longer validity period than the current one would weaken the identification of the ID card owner from the passport photo and would jeopardize the chip’s data security and the up-to-dateness of its security features.
The older the photo, the more unreliable both visual and machine facial recognition is.
The biometric identifiers and other personal information of the identity card chip must be secured against misuse. The information security of chip remains at a high level because it is being updated every few years. If the validity period of the card would be longer, like seven or ten years, the information security of the chip could be jeopardized before the identity card would expire. The longer the validity period, the slower the new, more secure models will replace the older models in use. The same goes for physical security factors which prevent forgery itself.
FEATURES OF AN IDENTITY CARD
It is important to be sure that the document presented for identification is legit. Official documents for identification are a passport and an identity card. There are several different but valid versions from both of these documents. The appearance and security factors of passports and identity cards are being updated regularly. The publication of a new passport model does not affect the validity of old passport models.

DIFFERENT IDENTITY CARDS
Minor’s identity card without travel rights
A minor can have a normal identity card which can be used as a travel document and for identification in online services. This requires both of the minor’s guardians’ approval.
The other option is a speacial minor’s identity card which can not be used as a travel document and it does not have citizenship certificate for online identification. This will also require both of the guardians’ approval. Both of the cards can be applied online the same way as an adult’s application. The minor’s identity card without travel rights can only be applied from the police, not from the Embassy of Finland abroad.
Temporary identity card
An identity card may also be issued temporarily for a special reason. The conditions for issuing a temporary identity card will be considered carefully and on a case-by-case basis.
A temporary identity card can be issued for example when your identity document has been stolen or lost. In that case, a temporary identity card will generally be issued until you receive a new identity document.
You will get a temporary identity card straight with you from the police and it is valid for max four months. A temporary identity card can not be used as a travel document and it does not have the chip used for online services. It can only be applied from the police, not from the Embassy of Finland abroad.
Foreigner’s identity card
The foreigner’s identity card can be issued to you if you are a foreigner permanently residing in Finland, your permanent home municipality in Finland is marked to the population information system and you have a valid residence permit or a residence card/your right of residence has been registered.
The foreigner’s identity card can be issued for max five years. The card’s validity period can not cross the validity period of the residence permit or the residence card. The identity card issued to a foreigner can not be used as a travel document and it can only be applied from the police, not from the Embassy of Finland abroad.
When applying for a foreigner’s identity card, one must present a valid passport or an identity card. If you don’t have one, you must present a valid residence permit or a residence card. The authority receiving the application will take your fingerprints and compare them with the fingerprints stored on the chip of your residence permit card or residence card to verify your identity.
Identity card without travel rights
The identity card issued to citizen of Finland can in certain conditions be issued also without travel rights. The situations this can happen are due to committing a crime, imprisonment, military service or if you have been banned from travelling or leaving the country.
If the identity card is being issued without travel rights, the applicant’s fingerprints or headshot won’t be saved on card’s chip. The fingerprints taken during the application filling will be deleted from the police register max 30 days after the identity card without travel rights has been issued.
DELIVERY & PICK UP
The delivery time of an identity card depends on the varies depending on the traffic jam!
The identity card will be delivered to your chosen pick-up office where you can get it once you get an arrival notice.
DELIVERY OF AN IDENTITY CARD
The identity card can be delivered to Matkahuolto office or its subcontractor’s office. The card can be delivered for example to R-kioski. The identity card will be stored in the pick-up office for 14 days. When picking it up must one bring a shipping ID and an identity certificate with them. An identity certificate expired max one year ago is also valid. Remember that a driver’s license is not a valid identity certificate!
You can also authorize someone else to pick up your identity card with a letter of attorney from the police. In this case, the authorized person must prove their identity upon collection.
DELIVERY TIME OF AN IDENTITY CARD
An identity card will be delivered normally in 8–12 days to your chosen pick up location. When picking it up you must bring a shipping ID and an identity certificate with them. Pick up with a letter of attorney is also possible.
It is not possible to order an identity card with a quick delivery!
PICKING UP THE IDENTITY CARD
You will receive a notification when your identity card is available for collection. The notification can be sent to you by text message, email or letter, depending on your choice. The notification includes the delivery ID and the address of the pickup location. It is worth receiving the pickup notification both as a text message and as an email to be safe!
The ID card will be delivered to the location of your choice. When collecting it, you must prove your identity (a driver’s license is not valid) and show the delivery ID, as the identity card will not be released without it. You can also authorize another person to collect your identity card. The authorized person must have a valid identity certificate.
AUTHORIZATION
You can also authorize another person to collect your identity card. In this case, the person collecting the card must have a letter of attorney, a dispatch code, and a valid passport or identity card issued by a Finnish authority. A driver’s license cannot be used as proof of identity when collecting the identity card.

WHAT KIND OF PHOTO DO I NEED?
The photo attached to your application must be no older than six months. You can apply for an ID card at the same time as your passport, as the same photo can be used for both.
ELECTRONIC PASSPORT PHOTO
When applying for an ID card, you do not need a paper passport photo. For example, some photo studios send the passport photo electronically directly to the police. You will receive a photo code immediately via text message, after which you can submit your application either online or in person at a service point. Remember to keep your photo code safe, as your photo can be accessed from the police system using it.
NOTE! If you are applying for a temporary ID card, you will need paper photos. The electronic photo code cannot be used for temporary ID cards.
PAPER PASSPORT PHOTO
You can also use a paper photo for your ID card, but in that case, you cannot submit your application online. The police do not recommend using a paper photo, as it must be scanned into a digital format, which takes time and may reduce the photo quality.
However, a temporary ID card requires paper photos.
You also need a paper photo for a driver’s license, moped license, or motorcycle license. An electronic passport photo can be used for these cards only if you have already submitted a passport or ID card application with the same photo and it has been approved. The photo will then automatically be transferred to Traficom. The photo must still be no older than six months. Electronic photo codes or photos sent by email are not accepted.
Most visa applications also require a paper photo.
PHOTO RETRIEVAL CODE
A photo retrieval code is a seven-character code made up of numbers and letters for an electronic passport photo. You will need the photo retrieval code when submitting your application, both online and at a service point! It ensures that the correct photo is used for your ID card. You will receive the photo retrieval code via text message when the photo is taken.
You can use the photo retrieval code for up to six months for other applications under the police, such as a passport.
PASSPORT PHOTO FOR DRIVER’S LICENSE
You need two paper photos for a driver’s license, moped license, or motorcycle license.
The police electronic photo retrieval code cannot be used for driver’s license applications!
An electronic passport photo can only be used for these licenses if you have already submitted a passport or ID card application with the same photo and it has been approved. The photo will then automatically be transferred to Traficom. The photo must still be no older than six months.
Most visa applications also require a paper photo.
PHOTO GUIDELINES

The face must be fully visible; accessories or hair must not cover the face.

Eyes must be clearly visible, and the expression should be neutral.

The mouth must be closed, except for very young babies, where some flexibility is allowed.

Glasses must not cover the eyes or facial features. It is recommended to remove glasses to avoid shadows, reflections, or distortions.

Dark glasses or eye patches are allowed only for medical reasons.

Headwear is allowed only for religious or medical reasons.

Wigs are permitted only if worn regularly for medical reasons. Wigs must follow the same rules as natural hair and must not cover the face.

Jewelry and makeup are allowed as long as they do not affect identification. Using powder to reduce facial shine is recommended.

For the photo, choose a top without a hood, as hoods can appear distracting in the background.
TAKE YOUR OWN PASSPORT PHOTO
You can now take your own passport photo, but it must meet strict official requirements.

The recommended lens is 90–130 mm, though a 50 mm lens can also produce an acceptable photo. Mobile phone cameras are generally not recommended due to distortion.

Use natural daylight coming from a plain, light-colored wall. Sit on a bench about 0.5 meters from the wall.

Photos taken by non-professionals are often rejected for low quality, so professional photography is recommended.

The electronic photo must be exactly 500 × 653 pixels, in JPEG format, and no larger than 250 KB. No deviations are accepted.

No editing is allowed that alters any facial details—enhancements of any kind are prohibited.

The photo must be sharp across the entire face and free of distortions.

Distance from the top of the head to the chin must be 445–500 px (32–36 mm).

Space above the head: 56–84 px (4–6 mm).

Space below the chin: 96–124 px (7–9 mm).

Face and gaze must be directed straight at the camera, shoulders aligned with the face.

HELP! I LOST MY IDENTITY CARD!
WHAT TO DO IF YOUR ID CARD IS DAMAGED
It is very important to keep your ID card safe and intact to prevent misuse.
ID CARD LOST OR STOLEN
If your ID card is lost or stolen, it is important to report it to the police immediately to prevent misuse. You can make a report using the electronic crime report form or by visiting a police station. Abroad, you can report it to a Finnish embassy or consulate. After reporting, you can apply for a new ID card as usual.
If your passport is damaged, contact a police service point or, abroad, the Finnish embassy. Do not attempt to travel with a damaged or otherwise spoiled ID card, as it may prevent you from crossing borders.

NOTE! You cannot use an ID card that has been reported lost or stolen, and it cannot be reactivated later, even if it is found.

What do I need for an ID card application?

Do I need to visit the police station if I apply online?
Normally, no. You can usually complete the application entirely online if your fingerprints were taken for a previous passport (within the last 6 years) and your name is the same as in your previous passport. If these conditions are not met, you can still submit the application online, but it will only be processed after you have visited a service point for identity verification. The system will notify you if a visit is required.
Delivery of your new passport/ID card
Your passport or ID card will be delivered to the Matkahuolto or subcontractor pick-up point you choose. You will receive a notification when your passport is ready. The notification contains a delivery code required for pick-up.
When collecting your card, you must prove your identity using a valid Finnish passport or ID card. A recently expired passport or ID card can also be used unless otherwise stated.
My personal details have changed, what should I do?
A passport or ID card with outdated information cannot be used for identity verification or travel. Apply for a new passport or ID card as soon as the change has been recorded in the population information system.

How quickly can I get a passport photo?
Taking a passport photo only takes a few minutes! You receive a paper photo immediately, and an electronic photo is sent directly to the police. You will receive the photo retrieval code by text message instantly.
What is a photo retrieval code?
When you take a passport photo, the photo studio sends your photo directly to the police system and gives you a photo retrieval code. Enter this code when submitting your application to link the correct photo.
Can I wear glasses in the passport photo?
Yes, as long as they do not reflect light, cast shadows, or distort your face. It is recommended to remove glasses during the photo session.
Can I wear a scarf or head covering?
You may wear a scarf or veil for religious or health reasons, but it must not cover your face or cast shadows.
How should I pose in the passport photo?
Your face must be fully visible. Accessories or hair must not cover your face. Eyes must be clearly visible, and your expression should be neutral.
Can I wear jewelry or makeup?
Yes, as long as it does not affect identification. Tip: Powder can help reduce shine!
I LOST MY PHOTO RETRIEVAL CODE
If you lose your photo retrieval code, you can get a new one by visiting the photo studio where the photo was taken. You also need to remember when you visited the studio and provide your first name.
Can someone else collect my photo retrieval code?
No. The code cannot be given to anyone other than the person in the photo or their guardian.
IDENTITY VERIFICATION AT THE POLICE STATION
Booking an Appointment
You can book an appointment online or by calling the information service (open weekdays 8:00–16:15).
Book appointments for the whole family at once. If the entire family is applying for the same document, you can include everyone’s personal details in the same booking. The system will then try to schedule consecutive appointments at the same service desk!
You can also book multiple consecutive appointments for yourself if you have several matters related to the same service. A standard booking usually handles only one permit-related matter.
ID CARD FOR MINORS
Does a baby need an ID card?
Even very young children need their own identification. You can submit a minor’s application online, just like an adult’s, but in many cases the child must visit a police station for identity verification.
Does the child need to visit the police station?
Children under 12 do not provide fingerprints. Every applicant must visit the police station for identification if fingerprints have not been taken for a previous passport. So, an identity verification visit is always required if the applicant was under 12 when the previous passport was applied for. Children’s identity verification is conducted very carefully because facial features change quickly.
Visiting the police station
Does the child need to be present?
The minor must always be present at the police station, even if they are just a baby.
Does an adult need to be present?
If the applicant is under 15, at least one guardian must accompany them. A minor aged 15 or older may visit the police station alone if they have written consent from their guardians and their identity can be verified.
Guardian consent
Consent from all guardians is required for a minor’s passport or ID card application.
How is consent given?
Guardians can give consent online or deliver it directly to the police station. The guardian submitting the application gives their consent within the application. Other guardians can respond to a consent request by logging into the police online service.
If the application is submitted at a service point, guardians present can give consent verbally. Guardians not present must provide written consent.
What if another guardian does not give consent?
An ID card can be issued without the other guardian’s consent only for a special reason, for example if consent cannot be obtained due to travel, illness, or another valid reason.

ID CARD VALIDITY
How long is an ID card valid?
An ID card is valid for 5 years.
Can an expired ID card be used?
No. You cannot travel or use an expired ID card to prove your identity.
An expired passport or ID card can only be used when collecting a new passport if it expired no more than one year ago. Older documents cannot be used for identification.
APPLYING FOR AN ID CARD ABROAD
For Finnish citizens abroad, an ID card is issued by the Finnish diplomatic mission instead of the police. You can find more information about the network of missions and applying for an ID card abroad on the Ministry for Foreign Affairs website..
You can start an electronic ID card application from abroad if you can log in to the police online service. In Suomi.fi, you can use bank credentials, mobile certificate, or a citizen certificate from an ID card to log in.
The electronic application must include a passport photo that has been uploaded in advance to the police photo server. Foreign photo studios cannot deliver photos to the server. However, you can upload a photo you received from a photo studio yourself using the Suomi.fi authentication service.
When using the police online service from abroad, it is especially important to note that an electronic application may still require an identity verification visit. Finnish diplomatic missions abroad do not have the necessary tools to receive or complete electronic applications, so the verification visit must be done in Finland.
In the online service, you can only select a pick-up location in Finland. Therefore, you must authorize, for example, a friend living in Finland and agree with them on collecting and delivering the ID card to you. The ID card is never sent by unregistered mail.
TRAVELING IN THE NORDIC COUNTRIES
Do I need a passport or ID card to travel to Sweden?
Citizens of the Nordic countries (Finland, Sweden, Denmark, Norway, Iceland) enjoy freedom of movement, which means they can travel within the Nordic countries without a travel document. However, identity must be provable if needed.
Can a driver’s license be used to prove identity in the Nordic countries?
Yes! If a Nordic citizen travels without a passport or ID card, it is recommended to carry another official document, such as a driver’s license.
For minors traveling with a group, a Kela card is sufficient to prove identity.

TRAVELING IN THE SCHENGEN AREA
When traveling from one Schengen country to another, travel documents are generally not checked by authorities. However, you must carry a valid travel document accepted in each member country.
